 ▎The Security Council Approves AUSSOM Transition and Supports Somalia's National Security Development


The Security Council endorsed the African Union Peace and Security Council's decision to replace the African Union Transition Mission in Somalia (ATMIS) with the African Union Support and Stabilisation Mission in Somalia (AUSSOM). This marks a significant step in the gradual transfer of national security responsibilities to Somalia's own forces. The decision was formalized through the adoption of resolution 2767 (2024) by a vote of 14 in favour, none against, and 1 abstention (United States).

The Council authorized African Union members to take all necessary measures for 12 months starting from 1 January 2025. These measures include supporting the Federal Government of Somalia in its efforts to degrade Al-Shabaab and affiliates linked to the Islamic State in Iraq and the Levant (ISIL), also known as Da'esh. Furthermore, it welcomed Somalia's progress in taking greater responsibility for its own security, referencing the transition of responsibilities from 7,000 ATMIS troops to Somali security forces since 2022.

▎Personnel Deployment and Realignment

The resolution authorized African Union member States to deploy up to 12,626 uniformed personnel, including 1,040 police officers, under AUSSOM until 30 June 2025. By that date, all African Union troops currently under ATMIS are to be fully realigned into AUSSOM. The Council emphasized the importance of maintaining international support for this transition to ensure stability and support Somalia's fight against terrorism and insecurity.

▎Financing and Operational Framework for AUSSOM

A key section of the resolution focused on financing AUSSOM. It referenced Council resolution 2719 (2023), which laid the groundwork for financing African Union peace support operations through United Nations (UN) assessed contributions. To implement this framework, the resolution requested the Secretary-General to commence a "hybrid" financial model for AUSSOM from 1 July 2025. This model will combine UN assessed contributions with funds mobilized by the African Union and other external partners.

Importantly, the continuation of this financial framework depends on the Council's confirmation, by 15 May 2025, of sufficient progress in operationalizing the modalities outlined in resolution 2719 (2023). This ensures that the framework aligns with agreed standards while addressing the funding needs of the mission.

▎Implications for Somalia's Security Transition

The approval of AUSSOM underscores the international community's determination to support Somalia's path towards self-reliance in national security matters. The gradual drawdown of external forces and the robust backing for Somali forces highlight the emphasis on sustainable, Somali-led solutions. As AUSSOM begins its operations, success will require ongoing collaboration among Somali authorities, the African Union, the UN, and other partners to address security threats and build a stable future for the country.
