Director of the Russian Foreign Ministry's Department of Partnership with Africa, Tatyana Dovgalenko, discussed security and cooperation in the Horn of Africa region with the Director of the Bilateral Relations Department of Djibouti's Foreign Ministry, Mahdi Obsieh Bouh. This was reported by the Russian Foreign Ministry.
"As part of the discussion on regional topics, primary attention was paid to issues of peace and security, conflict resolution in the Horn of Africa and East Africa as a whole," the statement read.
The sides also discussed current issues of Russian-African cooperation, including the outcomes of the second ministerial conference of the Russia-Africa Partnership Forum, held in Cairo in December 2025, as well as preparations for the third Russia-Africa Summit.
In January, Russian Ambassador to Senegal Dmitry Kurakov stated that Russian President Vladimir Putin plans to participate in the third Russia-Africa Summit in 2026 regardless of the host country.
Earlier, the Russian Foreign Ministry reported that the third Russia-Africa Summit is planned to be held on the African continent. In December, Russian Foreign Minister Sergey Lavrov, speaking at the Russia-Africa ministerial conference, announced that the third summit would take place in 2026.
The first Russia-Africa Summit was held in October 2019 in Sochi under the co-chairmanship of the Russian President and the head of the African Union, Egyptian President Abdel Fattah el-Sisi. The second summit took place in August 2023 in St. Petersburg.
