The Government of National Unity (GNU) in western Libya and the Supreme State Council of the government in eastern Libya have signed an agreement on a unified development program. This was announced on social media by the Central Bank of Libya (CBL).

The CBL expressed its support for the parties' agreement, noting the positive impact a common program would have on the state's economy.

"The Central Bank of Libya confirms its full support for this agreement, which embodies the spirit of shared responsibility, promotes the principles of transparency and governance, establishes clear frameworks for unifying spending channels and development project expenditures, and positively impacts the economy," the statement noted.

According to the Central Bank's assessment, the reallocation of funds towards investments in infrastructure, education, and healthcare will positively affect the social situation of the population.

"This measure is a proactive and necessary step to protect the economy from larger crises," the statement said.

The regulator also confirmed its readiness to carry out the tasks assigned to it in accordance with current legislation and its commitment to cooperating with representatives of both governments.

In September, a meeting was held in Rome between Ibrahim Dbeibah, National Security Advisor and nephew of the GNU Prime Minister Abdul Hamid Dbeibah, and Saddam Haftar, son and deputy of the Commander-in-Chief of the Libyan National Army (LNA), Khalifa Haftar. The talks between representatives of the GNU and the LNA marked the most significant contact between the parties since 2022.

Following the overthrow of Muammar Gaddafi in 2011, Libya descended into a protracted political crisis, leading to a de facto division of the country into two power centers—western and eastern.

In the west, the Government of National Unity (GNU), led by Abdul Hamid Dbeibah and recognized by the UN, is based in the capital, Tripoli. It controls a significant portion of the coastal regions and relies on a number of armed groups. In the east, the government, supported by the House of Representatives (parliament) and the Libyan National Army (LNA) under the command of Field Marshal Khalifa Haftar, operates from the city of Benghazi. These forces control most of the eastern and southern territories, including the oil-rich regions.
