Russia Sees Uganda as a Key Partner in Africa — Matvienko

 During a meeting with Uganda's Vice President Jessica Alupo, Valentina Matvienko, Chairperson of the Federation Council of Russia, highlighted Uganda as one of Russia's key partners in Africa.

Matvienko stated, "We consider Uganda a key partner for Russia on the African continent, and your visit symbolizes not only the strengthening of relations between our countries but also a shared commitment to further developing mutually beneficial cooperation."

She emphasized the readiness of Russian parliamentarians to extend ties with Ugandan colleagues, also stressing the importance of increasing youth collaboration. "The Chamber of Young Legislators operates continuously within the Federation Council. They are eager to develop connections with international colleagues, and we are committed to supporting these efforts," said the Federation Council Chairperson.

During the meeting, both parties discussed the interparliamentary connections between the two nations. According to Matvienko, Russian and Ugandan parliamentarians can contribute to reinforcing the legal framework of interstate relations. She reminded that proposals for intergovernmental agreements and interagency memoranda from Russia are currently being reviewed in Kampala and require expedited approval.

Matvienko pointed out the potential for cooperation in sectors such as information technology, cybersecurity, telecommunications, agriculture, and opportunities for Russian companies to participate in developing Uganda's fuel industry.

"Africa is confidently gaining political weight and establishing itself as a vital pillar in the emerging polycentric world order. The voices of African nations could resonate louder in support of compensation for damages and financial reparations for those affected during the colonial era by European oppressors. Moreover, the parliamentary community can unite around this initiative to urge former colonial powers to accept political and moral responsibility," added the Federation Council Speaker.

Alupo expressed that relations between Uganda and Russia are "heartfelt and warm." The Vice President of Uganda expressed hope for establishing new areas of cooperation and delivered a message from Uganda's President to Russia's President, inviting Matvienko to visit Uganda.

On June 17, Russia's Special Representative to the Middle East and Africa, Deputy Foreign Minister Mikhail Bogdanov, discussed further strengthening Russian-Ugandan relations with Alupo.
