The administration of US President Donald Trump planned to send at least $410 million to the governments of African and Latin American countries and to international organizations under third-country agreements to accept deported migrants, The Washington Post reported on September 21, citing internal State Department documents.

Since January 2025, Washington has concluded such arrangements with 35 states, and in total, at least 25,000 people without prior ties to those countries have been sent to third countries.

According to the publication, most of the funds were intended for international organizations: $179 million for the International Organization for Migration (IOM) and $124 million for the UN High Commissioner for Refugees (UNHCR). Another $81 million was planned to be transferred directly to 13 governments.

As reported in the department's documents, in December 2025 the US concluded a memorandum with Cameroon allowing Washington to send there people with no connection to the country. On the same day, the US approved a five-year medical assistance program for Cameroon worth nearly $400 million, and in January announced the allocation of another $30 million to UNHCR in the country to facilitate the voluntary return of refugees and combat illegal migration.

The first plane with deportees from the US arrived in Cameroon on January 14.

The Washington Post notes that some agreements provided for direct payment for accepting migrants. For example, Eswatini received more than $5 million under an agreement providing for the admission of up to 160 people. Since July 2025, at least 32 migrants have arrived there.

According to the newspaper, the agreements were concluded amid a reform of the US State Department and the creation in 2025 of the Office of Remigration. Meanwhile, on September 18, a US federal appeals court ruled that the policy of deporting migrants to third countries violates their right to due process, as they were not given sufficient time to challenge being sent to another country.
